Overview

The Guam Power Authority's (GPA) 2008 Integrated Resource Plan (IRP) is an open dialogue between the Authority and its stakeholders to determine the best strategies for the type, amount and timing of new resource acquisitions to meet future electrical loads.  New resource candidates will include both supply-side, renewable, and demand-side options. 

The IRP process seeks to create the most cost-effective resource plan with respect to the constraints and criteria identified by the Authority, its regulators, customers, and other stakeholders.

Stakeholders including those at GPA have articulated several such criteria during GPA's recent strategic planning activities including:
 

  • Recognizing that reliable electric service continues to be a key issue with GPA customers and while significant gains have been made, it is important to continue to improve..
  • Recognizing that GPA’s power plants have a significant environmental footprint and future resource selections must be in line with evolving renewable resource goals.
  • Recognizing that the current generating fleet is dependent on oil-based fuels. GPA has a goal for diversifying its generation resources.
  • The IRP stakeholder process recognizes that GPA's customers desire a more meaningful dialog with the Authority on issues that affect them.
  • The Department of Defense's (DOD) expansion will have a material effect on the island including electrical power infrastructure.
  • The Authority's IRP process should use and provide information to DOD NEPA process.

GPA has incorporated a stakeholder process that embraces represenatives from local government agencies, private industry, military sector, legislature as well as from the general community.
