GPA has experienced an upward trend in T & D losses.  The computed losses are unacceptable and above generally accepted standards.  GPA formed its Meter Task Force Committee (MTFC) to identify problems with GPA’s civilian and Navy metering and billing.  However, the committee’s purview has grown to include all system losses.  GPA’s objective is to significantly and economically reduce system losses and increase recovery of unbilled power consumption. 

GPA has identified several factors contributing to system losses.  These include unbilled sales, unlisted or defective meters, customer account assignment to inappropriate rate schedules and insufficient reactive power compensation.  As a result, GPA has mobilized key personnel in Executive Office, Accounting, Customer Services, Engineering, IT, T & D and PSCC to root out and resolve these problems.  Furthermore, GPA has rolled out an aggressive substation and distribution capacitor program.  This program will significantly improve system reliability and reduce system line loss.
