GPA’s two year progress

The MTFC has addressed and aggressively pursued corrective action on meter issues initially identified as contributing factors for system line losses.  It has performed procedural and system verification for all customer accounts and meters.  Furthermore, it has implemented monitoring and control mechanisms to ensure metering system accuracy.  It has generated reports and evaluated metering and billing process shortcomings.

GPA’s revenue protection program continues to review, investigate and report meter tampering and energy theft cases to the proper authorities as well as terminate and collect from users who have illegally obtained electric service.

Other Progress:

  • Procedural process improved for all meter related activity
  • System process improved (multiplier, unit of measure-KH & mandatory cat codes in the meter master system)
  • Accurate and timely billing from improved reading exception report
  • Timely processing of corrections from JDE fail edit exceptions
  • Conducting preventative maintenance on all 3-phase & single phase meters (island wide)
  • Reduced unlisted/unbilled accounts significantly
  • Updated meter master record for all government & commercial accounts
  • Ongoing improvements in the quantum reading for Navy points
  • Actual readings for all Navy accounts/billings – Navy billings are no longer estimated
  • Power station calibration for all power plants (accurate station & unit metering)
  • Creation of Route 26 for Navy accounts and creation of Route 27 for GPA substations
  • Significant work order clean up in system - closing of all pending work orders (over 9,000 work orders)
  • Resolving discrepancies with streetlight accounts
  • Replacement of all CT’s & PT’s for power plants
  • Rate reclassification of accounts – ongoing
  • Verified and corrected demand readings for T-9, T-14 & T-16
  • 9,884 total accounts reviewed and investigated based on the different categories
  • 2,181 accounts with actual adjustments
  • 3-phase meter accounts reviewed (i.e., L, P, J1, J3,K3, G3, S3, etc) – total of 4,396
