IPP

In the early 1990’s GPA was experiencing a fast growing load demand that had a detrimental impact on the maintenance of its only baseload units.  It was around the mid-1990’s GPA entered into contracts to privatize management of the Tanguisson Power Plant, and contract the construction-operation-maintenance of a  Low-Speed Diesel Plant (88MW) and a Combustion Turbine Plant.

The following are the IPP companies and their power stations (Year Awarded):

  • Marianas Energy Company (MEC)
    • Piti 8&9 - 88 MW Slow Speed Diesel (1999)
  • Taiwan Electrical and Mechanical Engineering Services (TEMES)
    • Piti #7 - 40 MW Combustion Turbine (1997)
  • Tanguisson power Plant - 53 MW Steam
    • Hawaiian Electric Industries (1997 - 2002)
    • Mirant Guam Corp.(2002 - 2003)
    • Pruvient Energy Guam Inc. (2003 - Present)

Each of these contract have a 20 year term and at the end of 20 years the Piti Units become GPA assets.

PMC:

Although GPA had initiated the IPP contracts to alleviate the strains on the Power System by providing more power capacity and rehabilitating the Tanguisson Power Plant, GPA had to face the reality that the Cabras 1&2 power station was in poor condition and required immediate attention to address the 25 year old facility.  It was strongly recommended by the Public Utilities Commission (PUC) that GPA privatize management of the Cabras 1&2 station.  GPA incorporated IPP contracts to develop a Performance Management Contract with a reimbursable O&M cost structure and using GPA employees.  This provided GPA mechanism to establish guarantees on plant availability, limits on O&M expenses, as well as maximized plant efficiency.  The successful solicitation prompted the PUC to have GPA contract a PMC for the Cabras 3&4 Power Plant.  The following are the PMC companies for these power stations (year awarded):

  • Taiwan Electrical and Mechanical Engineering Services (TEMES)
    • Cabras 1&2 – 132MW Steam (2003)
  • Doosan Engine
    • Cabras 3&4 – 88MW Slow Speed Diesel (2005
These contracts completed the management privatization of all GPA baseload facilities.
