Protecting our environment is an important responsibility to the Guam Power Authority. We are governed by and compy with the following:

CLEAN AIR ACT

  1. Prevention of Significant Deterioration (PSD)
  • Annual Emission Testing
  • Continuous Emissions Monitoring System (CEMS) – including Relative Accuracy Test Audit (RATA Testing) and Cylinder Gas Audit (CGA)
  • Annual Emission Inventory / Fees
  • New Source Performance Standards (NSPS Reporting)
  • CPAICS (Fuel Switching)
    1. Cabras-Piti Area, Intermittent Control Strategy [40 CFR 69.11 and 69.12]
    2. Establishes the rules and procedures governing the regulation of fuel switching at the Cabras Power Plant and Piti Power Plant.
    3. Fuel Switching requirements are implemented.  In compliance with all reporting requirements.
    4. Quarterly Reports are sent to U.S. EPA and must be postmarked/mailed within 30 days of the end of the Quarter

COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION AND LIABILITY ACT (CERCLA and SUPERFUND)

Oil spill emergency response and clean-up for all GPA facilities and islandwide.

CRITICAL ENVIRONMENTAL COMPLIANCE ACTIVITIES

  1. Unilateral Administrative Order For Piti Tank Farm - USEPA Docket CWA-9-2001-001 – Life extension and upgrade of Tanks 1934 and 1935 plus Oil/Water Separator.
  2. Consent Decree Civil No. 97-00030 (Fuel Switching) - Cabras/Piti Intermittent Control Strategy
  3. Tanguisson Pipeline Maintenance - Tanguisson Pipeline inspections, repairs, upgrade of pipeline, pipeline supports, rectifiers, etc.  Repair and upgrade of pipeline is ongoing.
