Classification/Compensation:

The Classification/Compensation section is responsible for ensuring appropriate classification of positions in accordance with the Department of Administration ’s policies, procedures and Title 4, Guam Code Annotated. This may be accomplished through conducting the following:

  • Desk Audit/Classification Review
  • Creation of Position
  • Pay Grade Reassignment.

The section also ensures the timely processing of all detail and temporary assignments for 90-days with an additional 90-days extension subject to approval by the Department of Administration. Pay analysis on employee personnel files are also conducted to ensure appropriate compensation.

 

Employee-Management Relations:
The Employee-Management Relations section is responsible for processing performance evaluations for the granting of permanent appointment to probationary employees and granting of step increases for satisfactory performance of permanent employees. The section also ensures the processing of adverse actions within a timely 60 calendar day time frame and ensures the processing of grievances in a timely manner. The coordination and monitoring of employee referrals to GPA’s Employee-Assistance Programs such as mediation, supportive counseling and cognitive behavioral therapy, clinical counseling, neurological examinations, and critical stress incident debriefing are also conducted.
