Open Enrollment for government of Guam members to enroll in a medical/dental plan usually is during the month of September. Coverage begins October 1st through September 30th for the fiscal year. During the open enrollment period, GPA employees may sign up with participating providers for health/dental coverage to include any pre-existing conditions without a medical exam. Employees may add or delete dependents during this time. You also may cancel your medical and dental coverage in its entirety during open enrollment. Most dental coverages have lock-in provisions and can be cancelled only during open enrollment.

Who is eligible?
Subscriber:
- Resident of Guam or CNMI
- Employee who works 30 hours or more per week or full-time employee working 20 hours per week
- Retiree or survivor of retiree
Dependent:
- Legal spouse or common-law spouse. Common-law spouse must be at least 18 years old and has lived with you for at least 2 consecutive years. (Common-law spouse may only be enrolled during open enrollment or initial enrollment)
- Unmarried children, step-children, legally adopted children under the age of 19, children placed for adoption, and children of common law spouses (Legal documents may be required)
- Legal guardianship. (Children under legal guardianship may only be enrolled during open enrollment)
- Children age 19 through 22 attending an institution of higher learning as a full-time student. Coverage for college students terminates on their 23rd birthday
- Disabled child incapable of self-sustaining employment by reason of mental retardation or physical handicap
When to Enroll:
- Within 30 days of the time you are first hired
- During the annual enrollment period
- Within 30 days of birth, adoption, marriage, or placement for adoption
